The report does in fact

appear to lead to the conclusion that the

teaching staff of the University is not, and

does not require to be, of as high a standard

as that in British Universities.

Whether this

is true or not, I think at least the

Committee has the right to make such state-

ments, although it is true that they are not

technically qualified to express detailed

opinions in such matters.

It may be noted that the Governor

appointed a local committee because he

considered that local conditions required

local knowledge for preliminary examination.
